This 1,5 million euro project has been financed by the European Union, as well as with extra funds of the Greek, Czech, Swiss government, and will be implemented by the OSCE Presence in Tirana.
Attending the activity were Head of EU Delegation to Tirana, Ambassador Ettore Sequi, Head of OSCE Presence in Tirana, Ambassador Eugen Wollfarth, heads of institutions dealing with property issues, etc. Albania's PM Berisha expressed deep gratitude to European Commission and other donating governments of this project, as well as thanked the OSCE Presence in Tirana for commitment for the implementation of this project.
OSCE – underlined the Premier – has created a precious experience after the completion of its Civil Registry Office project. The Premier expressed full confidence that despite the complexity, this project will be a history of success. This project is of great importance for the land ownership problem, market economy and tourism development, he said.
Albania's Premier emphasized that register of immovable properties consists of the top priority objective of the entire digital agenda of the government. In this respect, in close cooperation with World Bank and with the Austrian government, the government will complete the registration of immovable properties by May 2013, starting from today.
Likewise, at the same time, will be realized the census, a process that includes not only citizens registration, but also dwellings registration. We will have by May 2013 the digital map of current Albania for people, dwellings, properties, as a necessary condition for realization of “Albania, developed country” project, added the Premier. The land registration project in a key tourist area of Albania aims at completing the first property registration and updates the existing register with about 60.000 properties along the coastline.
The realization of this process will encourage and increase tourist potential and boost investments in this area. The project also includes the new road signs along the entire coastline. The project collects and processes data regarding properties and facilitates participation of public opinion in a transparent process, which provides state institutions with the necessary information to accurately define and protect property rights. All the documents and maps collected and generated from this project will be addressed to the Office of Immovable Properties Registration.
